The quality of education is under pressure, with significant differences between sectors and between regions. The Inspectorate also observes that robust quality assurance is still too often lacking. This requires focus and direction from governing boards, school leaders, rectors and deputy rectors, and programme managers. In this State of Education, we therefore emphasise this important role. It is essential that they are able to concentrate on improving education.
